I am using Debian version 3.4.90. Cannot get /dev/ttyS1 or /dev/ttyS2 to work.

First check if they are configured and enabled in the fex/bin file

http://linux-sunxi.org/Fex_Guide#uart_configuration and if the GPIO ports don't conflict

and to check if the ports are know
