Signs of life on an AVR-ISP-MK2

I've just purchased an avr-isp-mk2 and have completely failed to get it to be recognised by Atmel Studio-6 - repeatedly get a communication failure.
The LEDs on the AVR-ISP do what I expect and the green LED blinks red when I attempt a connection but that's about it.  I've been looking at the ICSP lines using a DSO but none of them show any sign of clocking or signalling - no transitions.  I was rather expecting to see something out of the interface spec, but nothing.
Before I return it to the suppliers, could anyone confirm what signals I should see on the ICSP of an avr (connected to a target Arduino) with a usb cable connecting the avr to a PC running Atmel Studio 6 when I hit the Apply button in Device Programming?

Hi John,
I've re-installed the usb drivers from AtmelUSBInstaller-6.2.342, which I see from other postings seems to have cured a lot of other people's problems but made no difference to mine.
My OS is Windows 8.1,

Were those people using W8.1?  I expect that is the trouble.
